Dr. Ilan Manor is a digital diplomacy scholar and a a senior lecturer at the Department of Communication Studies in Ben Gurion University of the Negev. Between 2019 and 2021 Manor was a Visiting Fellow at the University of Southern California’s Center on Public Diplomacy. In 2021 Manor received the Azrieli Post-Doctoral Fellowship. He attained his PhD from the University of Oxford. His thesis explored the manner in which nations portray adversaries on official digital diplomacy channels during times of crises (See CV below)
Manor’s most recent publication, co-edited with Prof. Corneliu Bjola, is the Oxford Digital Diplomacy Handbook published in 2024 by Oxford University Press. The Oxford Handbook of Digital Diplomacy explores the shifting power dynamics in diplomacy, exploring the establishment of embassies in technology hubs, the challenges faced by foreign affairs departments in adapting to digital technologies, and the utilization of digital tools as a means of exerting influence. Utilizing a multidisciplinary approach, including theories from international relations, diplomacy studies, communications, sociology, internet studies, and psychology, the handbook examines the use of digital technologies for international development in the Global South, the efforts to combat digital disinformation in the Middle East, and the digital policies of countries in Europe and the Asia-Pacific. Through case studies and in-depth analysis, readers will gain a comprehensive understanding of the term “digital diplomacy” and the many ways in which diplomacy has evolved in the digital age.
Manor’s co-edited book, Public Diplomacy and the Politics of Uncertainty, was published in 2021 by Palgrave Macmillan. In 2019, Manor’s book The Digitalization of Public Diplomacy was published by Palgrave Macmillan (see here). Manor’s research on Selfie Diplomacy, or the manner in which nations use social media in nation branding activities, appears in the recently published Digital Diplomacy: Theory and Practice (Routledge). In 2016, Manor published a monograph on digital diplomacy titled “Are we there yet? Have MFAs Realized the Potential of Digital Diplomacy?” The monograph includes an in-depth analysis of the digital activities of four foreign ministries: Israel, Poland, Finland and Norway. More recently, Manor has contributed digital diplomacy papers to International Affairs, The International Journal of Communication, International Communication Gazette, Communication and the Public, Policy & Internet, Place Branding and Public Diplomacy, International Studies Review, Media War & Conflict, The American Behavioral Scientist, Global Policy, Policy & Internet, Hague Journal of Diplomacy, Global Affairs and the Cambridge Review of International Affairs.
He is a contributor to the University of Southern California Center on Public Diplomacy Blog and the Jerusalem Post, Haaretz, Jewish Daily Forward and Times of Israel newspapers as well as the +972online magazine .
